Invest in or find someone with a quality record cleaner. You'd be amazed how a noisy record can sound after a good cleaning. I don't even play a new record before giving it a good cleaning.

The 16.5 is an entry level cleaner, but is proven and does the job nicely.

I asked some more questions and the guy selling agreed to just refund my order. He said the crackling is there but he purchased it brand new and had only played it a handful of time. He understood though for that kind of money if I didn't want it, I was surprised he was so accommodating. I suppose this was easier than asking for a refund later.
