Interesting answer Mark because I host all of my site except the tracker with dreamhost....so I'll ask and see what they say.

So I asked dreamhost and here is the most recent exchange:
Hello Chris,
On Wed, 05 Jul 2006, you wrote:
Thanks for the response... however as I mentioned there is another
Dreamhost customer who is hosting a bit torrent tracker with you. He said he wrote a letter to "get permission" to do so. I'll get his
details and find out who he spoke to and what they details of his
plan are.

Is the Tracker down again? I just went there and got this message : Forbidden
Unauthorized IP address.
Reason for banning: eags & bfd21 same user; former joined today, latter already banned.
And then went back and got a 403 Forbidden error message.
Is it me?

Try again now... there are a few members (eags and bfd21 - who are actually the same person) who are trying to be sneaky and worm their way back on to the tracker after being banned for having bad ratios.
I think I've got everything fixed now.

First a side note - I totally agree with the ratios.
Chris, just an FYI
Eags (aka bfd21) is one of the original members of Hipbase - #13.
Also - the Buffalo show that is the newest torrent on your site - Eags is one of the tapers of this show.
I understand you gotta do what you gotta do, but I just thought I would let you know.

I appreciate his contributions, but if he isn't willing to play be the simple rules, or follow through on the commitments he made when we unbanned him the first time, what should I do?
I set the ratio ban at 0.40! In my opinion, if you can't maintain a 0.40 ratio you're really not interested in contributing or sharing.

I'm trying really hard to keep everyone unbanned as the more members the better for access to shows and download speeds; but when you have members who continually take and take and take, a ratio system is needed.
I want to set the ratio much higher but bending to requests from users I've started it at 0.40. It will increase as our membership grows, but even a 0.75 ratio should be easily attained. We've got lots of members with ratios well in excess of 2.0 so I don't accept the argument that there are site issues or it's impossible on a small tracker or any of that garbage. Everyone needs to take the time to learn how their software and hardware works and then they too can be a contributing member to our community.

We did unban you, and I sent you a message through the tracker and hipbase saying so. I explained that downloading another show and then seeding it would not improve your ratio; the best option was to upload a new show and seed it. You decided not to do that, but to download more.
And then the system banned you, just as I knew it would.
After being banned for a second time, you signed up with a different user name. Why did you sign up as a different user? Nothing you could do as a new user would improve your old ratio.
What do you want me to do; unban you again so that you can download more? That doesn't benefit anyone but you.
You've decided not to follow the instructions that we provided to improve your ratio in the past, why should I think that will change this time?
Everything is out in the open now, so I'll unban you right now and we'll post the results here. If you are really willing to be a contributor and maintain a healthy ratio it will become apparent quite quickly.
