Not in 2k9. You can only change base runner speed (which affects all running, not just stealing) or the catcher's throw success rate, which for some reason is a slider that affects BOTH the CPU and you......
The problem is stealing this year was set up on the trigger, and when you let it go, your guy takes off. A neat idea in theory, but the human runners take so long to get up to speed on a steal they are thrown out all the time, while the AI guys are safe 99% of the time because they instantly acclerate.
Between that, the roster bugs (injured guys disappearing, my pitching rotation that shows on screen in one order, but during an actual game a different pitcher always shows up) and the herky jerky fielding that comes into play when it's decided the ball should be a "hit" even if your guys are within range to catch it made me shelve the game.......
