I am still mad at Locked for booting Long Time Running last round. Plus NOIS is such an amazingly ass kicking and catchy song.

Gotta go with NOIS. Yes, it may be a bit of a warhorse, yes once in a while I would rather hear a rarity over it at a concert, but I can't look at it that way.
NOIS is what made The Hip who they are. It is an all time classic Canadian song that would probably rank #1 or 2 if a list was ever made of "Greatest Canadian Songs". Locked may be on there too, but not in the top 10.
I love Locked, but NOIS wins this one hands down for me and deserves it
