Coverup at the Pentagon: "Federal Bureau of Obfuscation
#1

Good lord...how can Americans tolerate this stuff?? Our Prime Minister gets hammered for MONTHS for every tiny mistake, bookkeeping error, or anything with even a HINT of governmental wrongdoing, and here we have this...

WASHINGTON (AP) -- Pentagon auditors spent 1,139 hours altering their own files in order to pass an internal review, say investigators who found that the accounting sleuths engaged in just the kind of wasteful activity they are supposed to expose.

When the auditors in the New York City office learned well in advance which files a review team would check, they spent the equivalent of more than 47 days doctoring the papers and updating records from several audits, the Defense Department's inspector general concluded. Administrative staff, audit supervisors and other employees also participated in the scheme.

The fabrication at the Defense Contract Audit Agency "certainly violates the spirit and intent" of government auditing standards and rules on ethical conduct, according to the inspector general's report obtained by The Associated Press.

The fabrication was discovered in 2001, but the report on it was not disclosed until Tuesday.

The defense agency, which audits government contracts, is the same one that recently reported that Vice President Dick Cheney's former company, Halliburton, may have overcharged the Army as much as $61 million for gasoline in Iraq.

The audit agency ran up some charges of its own when its auditors worked on altering the records.

The task of rewriting the files was so daunting that auditors came in from other offices to help make the changes, costing taxpayers more than $1,600 in travel expenses.

The agency "is supposed to be the watchdog for defense contracts," said Sen. Charles Grassley, R-Iowa, a constant critic of government waste.

"Altering audit work papers could undermine the accuracy of the Pentagons cost reports. Falsifying official reports is a crime, and those involved must be held accountable."

To stop any fabrications in the future, the review teams only give 48 hours advance notice of the files they want to inspect. The advance time under the old policy was much longer.

Discipline was proposed for the manger who directed the alterations, but was never imposed because the official resigned, the report said.

Daniel Tucciarone, executive officer of the audit agency, said a second senior management official who "had not been forthcoming and acted inappropriately to conceal information" was punished.

Tucciarone told the AP that the agency took "appropriate disciplinary action in all cases" but added that federal privacy law prevented him from releasing such information about individual employees.

The revisions were so pervasive that the work continued even after the review team arrived to inspect the auditors' files. The New York branch manager directed a senior auditor to delete electronic backup files of original documents, the inspector general said.

The report said agency employees believed that "upgrading" the working papers was a normal and acceptable practice and that they did not try to hide what they were doing.

The inspector general uncovered the file deletions following a tip to a fraud, waste and abuse hot line.

This is not the first time that Pentagon anti-waste investigators were found to have altered documents.

The AP reported in 2001 that the inspector general's office itself destroyed documents and replaced them with fakes to avoid embarrassment in a review of its work.

Fascist Pigs :x

I will not give up. My face is set,my gait is fast,my goal is heaven,my road is narrow,my way is rough,my companions are few,my guide is reliable,my mission is clear. I cannot be bought, compromised, detoured, lured away, turned back, diluted or delayed. I will not flinch in the face of sacrifice, hesitate in the presence of adversity, negotiate at the table of the enemy, ponder at the pool of popularity,or meander in the maze of mediocrity. I will not give up,shut up or slow down....Blessed Be!

This reminds me of that saying..Hi, I'm from the Federal Government and I'm here to help  Everything is one big Gotcha game in Washington now, it doesnt matter which political party is in charge. With the Repubs in power now, its the Dems suddenly screaming about government waste and mismanagement. It will switch if the Dems get into the White House

VLH, you make it sound like it's an issue of political mudslinging , which there always is, but also a sign of fine political system in place . Doesn't the wasteing of your money and political corruption bother you ?

Wow, but really are we surprised? I am never surprised anymore when I hear about these things. Disgusted yes, surprised no.

lol, a fine political system? well, Canuck I can't say i'm very surprised by all of the obfustication and wastefulness..just very cynical. I vote Republican, but I'm not ideologically blind..there are some things that disgust me about both political parties. I'm like Dyers...just wishing for a better system but recognizing that the system is flawed because we humans are flawed

This is 100% mudslinging. The democrats are trying to make the republicans look bad in the public's eyes. Nothing more. If you look at past scandals you'll find both parties are at fault for some sort of misspending at one point or another. That, I think, proves that neither party gives two shits about wasting money. All they are concerned with is the same thing they always are, getting back in power so THEY can abuse the funds for their own wellbeing.

As for your question "Doesn't the wasteing of your money and political corruption bother you ?";

I'm sure it does, but as I always say/think, who gives a f**k, does it matter which party is screwing you from behind? waste is waste. Doesn't matter who is perpetrating it, in the end the government IS going to waste YOUR money, like it or not.

I see no reason to stress one's self out over issues like this. Discussion is great but why get all blue faced and pissed off.. Unless there is a total over throw of the government and replacement by a tighter system this type of waste will always be there. Sad but true. The political system in place is the best they could come up with way back when, it has its weak points, but we have to learn to live with it. I think the only way to change this would be a revolt against the goverment and have a new political system put in place. But I think its safe to say without a doubt that any devoloped 'free' country that attempted this would crumble in chaos.

The democrats dont need to make the republicans look bad, they do a damn good job of that themselves. Anybody in their right mind can see how the position of the USA has deteriorated ever since Bush took over, nationally as well as globally. I don't understand how people can NOT get blue faced and pissed off over that...
You make it sound as though americans should just kick back and relax, and accept all kinds of political screw ups because thats the way politics works, and it would be too complicated to do anything about it. Thats nonsense.

Yes, Bush is making quite the mess.. but If you were take a look back into history I think its more then just the Republicans that have ever screwed up. I'm not sure about in Holland, but here in Canada it doesn't matter which political party takes power they WILL do something that the public frowns upon (and I don't mean passing a bill that costs us more money or petty stuff like that, I'm referring to all blatant lying and other such things that should by all means spell the end of their political carreer).

As for not getting blue in the face and getting pissed off.. what are you going do? Write your local mayor/governor/political leader? On some issues yes, that does help. But on something like this... there is nothing you can do, so there is no point getting all stressed out and making yourself unhappy about it. They (government) screwed the public (and yep, what a big suprise, thats not like the gov is it!), get over it. It happened in the past, it happened this time and it WILL WITH OUT A DOUBT happen again.

I'm not telling anyone to relax or enjoy the unjust that occured, I'm just saying don't get your knickers in a bunch. you'll end up causing yourself undue stress over something you have no control over.

People all think we live in a demcracy. We don't. The sooner people realize that the better. YES we are democratic in that we get to vote who is in power but that is pretty much the extent of it. After that we are a dictatorship, obviously not a brutal one but we are. Just because we live in what is termed as a democracy doesn't mean we need to get all riled up and pissed off everytime the gov doesn't something we disagree with. We'd all be dying of stress at an early age if we did. Its cute that people think they are going to change the gov by protesting and stuff but the sooner they realize there is only so much we can change the better. Smaller issues that don't envolve tons of money can be changed, ones like the audit cannot. Those can only be changed by the gov itself and why the hell would they do that? then they ALL have to abide by it and that would be just silly! That is why this type of shit happens over and over and over. And every time the only thing that happens is one party made out to be bad. Then the next time it happens another party.. etc etc.. why don't the politicians (knowing this problem keeps occuring), do something to make sure it won't happen again? Because that is how poilitics works, I scratch your back your scratch mine and all that other shit. If they seal off something like wasteful spending then it will only come back to bite them in the ass. They too will have power one day and when that time comes they want all the resources available just like the current power in control.

I don't think this issue in particular has anything to do with Bush or the war in Iraq, but more to do with how federal government is wasteful, incompetent to an extent and slothful. I have no idea how the people of the Netherlands react to wasteful government spending, but here in the US, when the economy is strong and lots of revenue is pouring into government coffers, nobody gives a crap about how badly the taxpayers money is being mishandled. Here in Wisconsin we've had a huge debate over a 32 billion dollar deficit that was caused by both political parties agreeing on a budget that was wasteful and relying on the economy continuing to be strong. Well guess what, the economy went into the crapper and all of a sudden the politicians are blaming each others' party for too much government spending when they were both responsible in the first place. My point is, when good times are here, the average citizen is going to be more concerned with money being spent on their issues and politicians falling all over themselves to satisify "the will of the people". Personally, I think some of the Taxpayer Rights groups here are a bit nuts because they hate taxes anyway and dont want their money being spent on social spending like welfare, corporate tax breaks, etc. But they have a point where the level of total taxation on citizens is getting to the point where most of our hard earned money is going to pay local, state and federal taxes.

Obviously it doesn't matter who's screwing you in the ass if you enjoy that , I don't . Have you accepted that having your money wasted is a natural thing ? Is an ok thing ? Being screwed in the ass doesn't bother you ? , why fight for justice and what's right if it stresses you out ? That's part of the reason why Governments have their will so easily, inaction , lethargy . Who's conditioned you/us/people to be like this ? The Government ? Society ? Upbringing ? Or yourself ? If that money was food taken from your childs mouth would you care then ? Or would the stress be too much ? Why fight for anything ? Just lay down and be screwed , give up ... Well don't give up , keep working and paying taxes and not giving a shit how it's spent , this is the dream of the unscrupulous . Action and fighting for ones rights has achieved many things , what if women decided that "oh well who gives a fuck , we can't vote , why stress over it" what if African Americans had decided that being slaves was just an unfortunate part of being black . You may say these are not the same issues , but they are . If you want minimize this as mudslinging, go ahead , that's what it is , but it's also corruption at it's best . Pro Action and fighting for truth, integrity, human rights, etc has granted us the luxury we live in now , and inaction, resignation and apathy provide a breeding ground for current corruption. Is it simply part of human nature to acquire power and wealth that has us in the state we are today ? Or is it apathy and a refusal to act on conscience for the fear of disruption to our comfort and self luxury ? Surely the combination help to leave a precious few, controllers of the many . ( I choose not to dismiss it as merely a fact of life , we all have our own morals and standards and mine are not that of being of being a victim and accepting it as such , doesn't mean i'm not affected , just means I choose not to make it acceptable or just , or a part of being ruled by a government .) Now throw in societies expectations which we are fed from the time we can sit and play with a GI Joe doll or Barbie , to the lure of tv and the values it presents , obviously set by advertisers and those with corporate interest , we are told how we should look talk and walk , every facet of our being is exploited for money . Easy to control a population who's standards are set purely for self interest and gain . Pursuit of self indulgence is paramount , not compassion or concern for other peoples plights . This is the majority , the minority are the ones who force change contrary to the "Majority Rule" . Indeed The Majority are ruled .

OK , wen't off on a bit of a tangent , point is nothing is achieved without effort and sacrifice , this may be a story of relative insignificance but it is a symptom of our larger challenge as people and society . In my opinion .

So if you enjoy a good ass reaming it doesn't matter who does it.. But if you DON'T enjoy it (like you) then you are picky on who does it to you? Interesting.. I would have thought it to be the other way around.

Yep. (natural and unavoidable)

CanuckCourage Wrote:Is an ok thing ?

Nope.

CanuckCourage Wrote:Being screwed in the ass doesn't bother you ?

To be truthful on this matter, I don't know. I’ve never tried anal sex. I'm not too high on the idea but it would be ignorant of me to say I don't enjoy it having never tried it.

Governments have become corrupt over time and at the level it is at now we as a people are fairly screwed. This conditioning has been brought about by countless efforts that have failed against the government. The president of the United States isn't even safe from his own government (JFK). Women's right to vote, African American’s right to be free citizens are both great historical examples of plights that have ended better than they started due to people standing up for what they believe in and what they believe to be morally correct. Unfortunately they have no relation to this current discussion. Although both discussions entail standing up for what you believe in, they are both completely different. Women's and African American's (or any race/gender/minority) rights are akin to basic human rights. A money conscience government is NOT a basic human right such as voting/freedom from slavery. The government as we know it is far to powerful to take on for issues like this. Minor changes that will show negligible results are all that will come of the countless hours and energy that is going to pour out for this cause. The government is tainted by greed, pure greed. Not the wholesome 'I want a better life for my kids than I had' type of greed, but pure greed where they will stop at no costs to attain it. The government, as you know, is not controlled solely by politicians. Major corporations/groups/etc have their hooks deeply planted into the heart of any government. JFK was opposed to war. Where did that get him? and he was the President.

When the issue you are standing up for is based on pure greed its best to save your energy and yes, roll over and accept it. You would NEVER see a company run with the same principles the government is run on. The CEO would be fired instantly if these shenanigans happened to a Corporate America company.

Pure greed is unstoppable. It is a sad part of human nature that cannot be destroyed. Only in a perfect world would there be no pure greed. Just for augments sake, lets say we went and removed every government official who was fueled by pure greed. Where would that get us? would we have a new/uncorrupted government? NO. They are only a part of the problem. You then need to remove all the pure greed mongers from all of civilization. This type of person is not solely the cause, these mongers come in all walks of life and all life off of each other. Fine the government is now pure greed free.. what about all the corporations/organizations that will now suffer due to the newly greed free government? do you think they will just roll over and take it up the ass? no, and unfortunately they have the money and they WILL see that no honest politician makes it anywhere.. And then we are back to stockpiling more greed fueled politicians into power. Waste is unavoidable. Get used to it. The sooner you do that the sooner you can turn your focus/time/energy and in essence your life onto matter in which you CAN force change through fighting. A super vague analogy would be to say that humans are like batteries.. they have a life expectancy and once its used up they are buried.. Stress is a great way to use up your fuel supply at a super high rate (and yes I speak from experience), Fighting for an uncorrupted government is a great and noble cause but its also a waste of valuable life energy. The only way the government and society would be free from pure greed is to change human nature. I think that’s a bit out of my scope!

CanuckCourage Wrote:keep working and paying taxes and not giving a shit how it's spent , this is the dream of the unscrupulous .

Here is a prime example of government greed. Taxes. They brought in to raise money for the war.. well last time I checked the was over but I'm still being subjected to this government cash cow. Many people think taxes are just a part of life. BULLSHIT. Its pure greed at work. They (government) keeps income taxes in places because its an easy source for money in the ever so large real life game of Monopoly. Lets take a step back and look at the province I live in. BC Canada. according to income tax laws I am required to pay roughly 50% of my income to tax prior to deductions. Then on top of that, damn near ANYTHING I buy is subject to PST (provincial sales tax) and GST (goods and services tax), when combined these reach 14%. So, first I give the government 50% of my money and then I have to give them another 14% for most purchases?

And yet, look around you.. On any given day how many people do you see drink alcohol? smoke a cigar/cigarette? drive a car or another mode of transportation that requires gasoline? These three products are probably the highest selling products in respect to money earned. And they are also probably the three highest taxed products. Back before the government started income taxes and before the sky high taxes on these three products countries were run and were stable. Once income taxes came into effect the government found and easy source for money. It’s the way corporate America works. I worked for a company that paid for an all expense paid trip for me to visit their office (I work from home), the only reason the trip happened was because "IF" the money in the travel budget was not used they would lose that extra funding next year. This is the way the government functions. If a certain city/province/state/whatever proves it can operate on a low cash flow the federal government reduces its funding for the next year. Because of this they all try to spend ever last penny and then some so they don't lose their next years funding. The government gives away more money than you could possibly believe. Go to your local library and check out a book on government grants.. See what they'll pay you for! THAT is where you tax dollars go. If you want to fight for fair spending fight in that type of arena. Battling the federal governments spending is not the place. Cuts won't happen. not in any substantial size anyway. They offer a few to shut people up but it will be monetarily negligible.

Governments waste money in every facet of politics. Targeting such aspects as grants and such is a far more attainable goal than trying to change the government/societies fascination with pure greed. Unfortunately its too powerful. When greed comes at any cost (ie. assassinating your own president) its best to just sit back and relax. You won't be don't anything other than stressing yourself out. And anyone with real stress experience will tell you its not worth the havoc that will be wreaked upon your body/mind.

All battles can be fought. Not all battles can be won. This one cannot. Greed will be an everlasting part of society. Remove greed (but how) and the problem will go away on its own.

Hmm.. I think I'm going to stop. I feel like I'm just going around in circles here..

p.s. how is that for going off on a tangent/rant?
