Sure...here's an easy way:

(1) open the image you want.
(2) Go to Image > Image Size
(3) make sure "resample image" at the bottom is checked
(4) change your pixel width (or height) to 100 (it is proportional so you only have to change one)
(5) change the resolution to 72
(6) click close (out of that dialog I mean)
(7) Go to File > Save for Web
(8) Save as a JPEG with quality about 90%. Watch the size in the bottom left corner. It needs to be under 9kb.
(9) Upload to hipbase
(10) eat cake.

You can even eliminate some of the steps Trevor posted:

(1) open the image you want.
(2) Go to File > Save for Web
(3) There is a tab on the right side of the screen that says "Color Table" and behind it there is a tab called "Image Size" Click that tab, set your size so that the largest dimension is less than 100 pixels and you're good to go.
(4) Save as a JPEG or GIF with quality about 60%.
(5) Upload to hipbase
(6) Eat cake.

The Save For Web feature drops the resolution for you.

Yup, both ways work. Just depends on your workflow I guess.
I have a couple of actions set up in Photoshop that do some of this stuff for me and those were the steps I have used.

Simple actions are easy, but not all actions are simple. And not everyone has the need/want/interest to learn how to create them on their own.
