They could've had somebody with a brain take a look at the Philly regional radar images and see that there was absolutely no way that a 9-inning game could be played that evening without it turning into a complete mess halfway through.

Selig should have spent less time before that game taking measures to secure a reputation for himself as a "progressive commissioner" who wasn't going to let a "rain-shortened game determine the outcome of the World Series", and more time taking measures to prevent Game 5 from becoming an absolute circus.
