What I don't understand is why the cops waited 3 hours before bringing the stand off to an end? This dude was alone on the bus, the other guy was obviously dead, why wait it out? Why not use tear gas, or pepper spray, or shoot him in the lower extremities, or some other method that would put and end to the nonsense.
