I lived in Ottawa for 3 years when I was taking journalism at Algonquin College. Cool city. I lived in Nepean, which is right near the college. I don't remember the cost of living being overly expensive, however that was almost 15 years ago, so I'm sure things have changed since then. If you own a bike, it's a great city for cycling. Skating on the Canal in the winter is a must, and the Byward Market is a great spot for eating, bar hopping, shopping, etc... and of course the annual Ottawa Blues Fest is probably one of the best music festivals I've ever been to with shows happening all over the city.
If you're looking for a cheap place to eat, I highly recommend the Elgin Street Diner. Best poutine in the city hands down. Also, the Manx Pub right next door is a cool spot to hang out and throw back a couple of pints. Ottawa has a pretty decent live music scene as well. Not sure which clubs are still around, but I used to frequent Zaphod's and Babylon quite a bit. Also, I recommend checking out the Black Sheep Inn in Wakefield, Quebec. (about a 25 min. drive from Ottawa). Amazing venue. I saw Ron Sexsmith, Ron Hawkins (Lowest of the Low), and Chris Brown & Kate Fenner at that place.
