cheapest deal is $4/month (US), plus $9 yearly for domain name...
gives you:
50mb disk space
1GB monthly transfer -- wouldn't be an issue because your site is mostly text
PHP-enabled
mySQL database
1 email account
... couple other things also but I can't remember, and they're very reliable, I've never had my site go down.
[basically if you signed up for 1 year it would cost you about $50US]
