No sarcasm intended. I spent hours on the web researching your question and could not find a definitive answer. The way I see it, our countries have become so symbiotic it is nearly impossible to separate our entertainment industries from each other.

The closest I had come previously to finding any sort of explanation was trusty wikipedia...

By the sound of it from the majority of that article, the Canadian (or American) distinction is made irregardless of the shooting locations, actors, director, or theme of the movie... which lead me to believe that it is where the film is produced that ultimately dictates what country it belongs to, although the article never comes out and says so definitively.

"Porky's was funded by a Canadian production company, which means that it is technically classified as a Canadian film." ...and since that's the most convincing statement I've read, I'll take it and sleep well tonight.

So it turns out it was showing here, it just never popped up on the "new releases" section of the movie listings website that I used so I assumed it wasn't playing yet. Very good, gorier than I expected, and full of all kinds of crazy Viggo Mortensen ballsack to boot. That is to say, highly recommended.
