What kind of Hollywood-educated idiot wrote this? If the author of this sentence had actually read a journalism textbook at some point in her life she would realize that "[he] was likely in shock" is a statement of opinion and must be attributed. Shock is a medical condition. Is she a doctor? Did she interview one?
Many shooting victims do not immediately understand that they have been shot. Those that do generally fall down, mostly out of panic. They're the ones who are in shock. This guy wasn't in shock.
