According to the setlist archive, the last time The Hip played in was 1990-02-23 in Windsor, Ontario...
...and I have yet to see any bootlegs of Strippers Union shows. I wish there were some that had this as well.

Goto the Setlist Archive, hit the pull-down menu for "Songs", select your song then hit the bottom <Display> button.
Works the same for location if you just want to see what shows were played in a specific city.
As for Stripper's Union shows, I downloaded one from the last version of the tracker, but Small Town Bringdown isn't on it.

And I know at least one show was up on the tracker.
