From what I've heard and read, it was written or at least inspired as Gord and his wife made their way into Ottawa for the funeral of his mother-in-law, her mother. (Perhaps grandmother?) There is a large funeral home on Hazaldean road out in Kanata, and according to the old burning church website, the "Greasy Jungle" is a rain slicked city (Kanata or Ottawa) as seen from the highway in the middle of the night. Picture a soaked city, lights reflecting off the streets...
Evertime I drive the Queensway when it's raining, I'm apt to lok down on the slick, greasy streets of the capital and start singing that song...

Yeah, I've always felt it was about Ottawa... I thought the funeral home was on Richmond road near Hazledean Mall, but that is a good analogy...
