Doesn't sound like it from the CD. Hard to say, really. I haven't heard him in concert so I can't comment that way. Why would you think this refered to anything in particular? Sounds mostly like a Downie brain-fart.
Its about hunanity's slaughter of whales as metaphor for whatever.
