They do...but shipping charges are insane, at least from the places I have bought from. There's evena thread about it started by Lance in here somewhere.
I once bought some 2-CD jewel cases from the US and the $26 Cdn I spent was nearly doubled with a $14 shipping cost because of the size and weight of the jewel cases, and a $6 special shipping charge they made to ship to me. Fortunately at the time I had some money so it didn't hit me too hard. But CDR spindles are really, really heavy for their size so they would not be cheap to ship.
