It sounds like a script for an episode of Trailer Park Boys.
A 35 year old grandmother buys a trailer-home for $5000 from an car accident insurance settlement and pays her lot fees by working for the park. She then hires a guy named Pancake, who has no permits nor insurance to move her home - towing it with a tractor. Her boyfriend said someone said he be shot if he didn't get out of the trailer - but he can't remember who it was.
The sheriff ran for re-election with the slogan "More Dick in 2006".
He wanted to arrest the lot of them on the charge of "being ignorant".

Let's not forget the fact that the
Sheriff hired two local farmers to tip the trailer over, and then told the woman she was responsible for the clean-up! All the while, a great-grandfather is watching this happen on his front lawn, from a rcoking chair while birds are flying into his windows!
And Grandma has the name of her not yet divorced husband tattooed on her, while she's living in this trailer with her current boyfriend.
