FC gets my vote. I know it's "the classic Hip album," and I love many of the songs on it. But the production is terrible and it sounds very flat. That said, I believe DFN and PP are easily the Hip's strongest albums. DFN is dark and brooding. PP is upbeat and perhaps some of their strongest songwriting. For me, DFN takes the cake, but these deserve to be the top three. Fare thee well, Fully Completely.

I'm gonna do this a bit piecemeal. FC has three lowish points: Looking for a Place to Happen, We'll Go Too, and The Wherewithal.

PP has four lowish points: Save The Planet, Fireworks (barf), The Rules, and Chagrin Falls.

Advantage FC

Epic, defining tunes on FC: Courage, Hundredth, Locked, 50 MC, Wheat Kings

Epic, defining tunes on PP: Poets, Bobcaygeon

Advantage FC

Others on FC: Pigeon Camera is ++, Lionized is +/-, Fully Completely is +, Eldorado is +

^ Your math checks out - even if my heart says to protect PP. In fact, FC is probably the Hip album I listen to the least. Not that it's necessarily my least favourite, but it's just so over-played. Not the records fault..but I'm desensitized to it. Biases aside; credit where credit is due. PP gets my vote.

I think you've summed it up nicely with this analysis. I concur with everything here (PP is also getting my vote) except for the labelling of 'Looking' as a "lowish point". It's a great song and probably the one from Fully Completely that could have benefited the most from full Don Smith production values (other than just the re-mix that is on Yer Favs - which is an improvement). I love the guitars and with a little more Road Apples crunch it would be a top tier tune on FC.

I could have probably reversed Lionized and Looking in the batting order. I actually love the YF version of Looking, mostly because it still sounds so different after all those billions of listens to the FC version.
