Why does it seem shady? Its simply a database that consolidates all player information and makes it easier for agents to negotiate with a lot of data in their back pocket.

I read all of that. I don't know about "shady" - it's just the NHLPA doing everything it can to take advantage of unfair individual contracts that raise the expectations of everybody else. However, I would agree that I'm surprised they have something this tied in to the players' demands...this is basically a program exploiting the top 2% of contracts for the greed-driven gain of the remaining 98%.
